STEPHENS COUNTY, Ga. — A driver faces DUI and other charges after his pickup truck struck two workers installing underground utilities in Stephens County, seriously injuring one of them.

The Georgia State Patrol said 23-year-old Elmer Ismael Torres Ixcoy was driving a Ford F-150 south on Cawthon Road when he failed to maintain his lane while cresting a hill near a work zone.

The truck left the road and struck a commercial air compressor, pushing it into a trencher in a ditch. The impact caused the pickup to rotate clockwise and strike the two workers in the ditch, troopers said. The truck continued south before coming to rest against a tree.

One of the workers, 38-year-old Leoncio Francisco Rocha-Rios of Montgomery, Texas, was flown to Northeast Georgia Medical Center in Gainesville with serious injuries. The other, 33-year-old Ryan Wilson Glass of Houston, Texas, complained of injuries but was not transported for treatment, according to GSP.

Troopers arrested Torres Ixcoy, a Guatemalan citizen, and charged him with DUI, serious injury by vehicle, failure to maintain lane, and driving while unlicensed.

The State Patrol’s Specialized Collision Reconstruction Team is investigating the crash.
